I'm assuming you are talking about post secondary degrees. Through my experience I've found that most students in the general science stream do not want to pursue a masters or a pHD because of a negative stigma associated with getting jobs. There is a lot of news in the media about Engineers, Doctors, Lawyers, Business, and Design starting to have a huge job market. But there is not such a demand for science. Many kids who end up pursuing higher science degrees do so because of the love they have for their work not for the money. Many end up as researchers and professors at a university; however, this is not for everyone.

Most kids I know who started with a Bsc ended up transferring to other faculties like Medicine, Pharmacy, Med Lab, Dentistry etc mostly because of the pay and because they would get out of school quicker.
