Because when heated, copper would react with the oxygen in the air and oxidise. Tungsten is not as reactive (I think, but check). I think Argon can also be used as a light bulb filament.

Tungsten has a higher melting point than all other metals (3422 degrees C) and a very low coefficient of expansion, making it suitable for the filament in incandescent light bulbs. Argon is an inert gas used in incandescent bulbs to prevent chemical reactions which might degrade the filament.
