The early Roman calendar started the year in March and taxes were assessed annually.
The timing of such tax assessment remained in place when Julius Caesar reformed the Roman calendar and started the year on January the 1st. This change carried through the greater reform by Pope Gregory XIII with the introduction of the Gregorian calendar, the one we use today.
