The biggest reason is that the clouds act like an insulating blanket and keeps the day's heat from dissapating. It also means that the moisture is in the air than on the ground. My grandfather told me a rule of thumb concerning frost. If theres frost on the ground, there wont be any rain that day.

Because the night side of Earth will radiate infra-red radiation (heat) back into space. When there is cloud cover, the clouds act like a blanket and trap the heat close to the ground just like a blanket traps heat close to your body.

One would think the opposite, a ring around the moon, is caused by cloud cover and can presage precipitation, this is not a folk myth but truth. it is not always associated with rain or snow but could be, also called a halo around the moon, etc. The atmosphere is more stable in winter, and sound carries further, it is a good season for the conventional photographer.
