Because as we outsource our jobs to other countries and pay them half what we get paid (or less) Americans get put out of the job and the job goes to Another Country, also with new technology we have machines building machines and other things so the need for human maintenance has gone down and only a few men are needed to keep those machines running, also putting more people out of the job and limiting what the jobs that Americans can get.

Strong labor unions have a lock on the garment industry of this country. Laws meant to protect the workers from abuse can result in the elimination of jobs by pricing ourselves out of the market. Any product in the global economy must be competitive: Affordable to the consumers, and able to provide a profit to producers. Lower living costs in various countries results in a lower wage structure. Capital is attracted to higher profit areas until the marginal profit approaches zero. Government intervention only distorts the markets depriving people of jobs and access to affordable products. Free flow of capital allows the poorest people to gain the most employment, resulting in ever-increasing equality.
It loses jobs to foreign countries for the same reason that many other jobs leave and that is that the wages and the conditions paid to the employees are much less. The regulations for safety and age of the worker are not very strong. They work long hours and many children often work the same long hours. This all makes the cost of making things much cheaper. That means that the company can make more money than if the jobs were in the US.
