Horses do not eat meat becasue they are herbivores. Their digestive system is geared to consuming plant material especially grasses and grains with their teeth especially suitable for eating these materials. Their teeth are not made to tear at and consume raw flesh as an omnivore or carnivore's are. They can digest(cooked and ground) meat and blood meal if it is added to a grain ration to boost protein content, but tend to dislike the taste if too much is added in a ration.
