Bakers and merchants found a useful number in 12 not only because it was useful for trade but also because it possessed certain 'clever' even mystical properties such as a large number of multiples: 1,2,3,4,6,12.
So when the illuminati were developing their own set of mystic symbols and numbers they hit upon 11 for much the same reasons as bakers did 12.
