The ways are scrapped for a few reasons. First, to ensure a extremely flat surface. Grinding can accomplish this same function on newer systems, but scrapping was a preferred method until recently (and still is for many). Second, the scrapping allows for oil to flow between the turcite and the way to reduce wear.

Scraping on bed and slide ways provide a high measure of accuracy. To scrape a surface to a precise measure, it is covered with a thin layer of mechanical blue and then a high precision straight edge is placed on the surface. After the straight edge is removed, any "high spots" will be revealed. A hand scraper is then used to scrape the high spots down.

Although the technique and use of scraping might never die out completely, specialized grinding machines have highly reduced the need for scraping nowadays as most machine tools beds and slides are ground to perfection without the need for scraping.

Which material used to make a lathe bed?

Cast iron is used as the "material of choice" for many machinery housings or bases because it is extremely stable in its structure. Certainly it is subject to thermal expansion and contraction, but the crystal structure of cast iron makes it "hold its shape" in applications ranging from machines and machine parts to cookware. And in things like a lathe bed, we need the thing to be "the same" every day and all the time so we get accurate, consistent work. Cast iron also suppresses high frequencies generated during machining. Note that the ways (the parts of the bed that the carriage slides on), are hardened and machined to provide lasting and accurate surfaces.
