North Korea appears desolate because the citizens are so isolated from the rest of the world. The government of North Korea does not allow much interaction between those people and the world.
Kim Jong Un is the leader of North Korea. (Presidents are elected by the people... the North Korean people did not choose their leader so he is not called a president. He is called Supreme Leader). He wants to control all the information that the North Korean people have access to and wants to limit the information the rest of the world has about his country. So journalists are not allowed to report anything that is not approved by the government.
Yes. It is a typical communist country, in that the people can vote, but, they can only vote for one person-a communist. The leader of North Korea does not allow a free press, or allow people to have much control over their lives. North Koreans have been known to starve to death, or flee to China, to escape tyranny in North Korea. North Korea recently torpedoed and sunk a South Korean ship, which almost equal to declaring war on it's southern neighbor. North Korea is certainly run by a dictator and one who's mental abilities have been the subject of much negative speculation.

He has never spoken on the issue. Considering North Korea itself doesn't allow same-sex marriage, he's probably opposed.
I would guess that most non-North Koreans familiar with the situation would answer "no", mainly because the press is controlled either by the state or the Workers' Party of Korea, and also because of reports that dissenters are sent to political hard labor camps and/or executed.
North Korea wants its citizens to know as little as possible about the outside world, especially any knowledge that people outside the country have better lives.
