Because the atmosphere stretches more than 60 km above the earth's surface?

Jokes apart, the sky isn't high or low, it's just your sense of perception. Most of us usually consider the blue coloured fabric above the earth's surface as sky but actually sky starts as soon as the ground ends and stretches all the way till the end of the exosphere. If you are talking about the blue fabric (whick is the colour of the sky) it seems to be high due to the fact that much of light scatters in the atmosphere of earth higher than at an altitude of 5 km from the sea level hence to us it seems that sky is "high".
