Why the wheels are seen to rotate in opposite direction in a film?

It's called the strobe effect and it's because a film is a series of still pictures, about 24 per second. If in 1/24 second a spoke rotates to just behind where the next spoke was in the previous picture, you see the strobe effect with the wheel going backwards.
