Good Question. 3 phase is used to transfer power with the least amount of current. If more than 3 phases were used, the equipment needed at different stages would become overwhelming. For ex. just think about several transmission or substations each with 2 or 3 sets of 3-phase. There would be too many capacitors, insulators, windings, Transformers, high-voltage power line seperators on the poles, etc.
