The top two strings of a Bass Guitar (I assume you're referring to a traditional 4 string bass guitar, not a 5 or 6 string) are not necessarily the most played. However, they may be the most noticeable sounds emanating from the guitar when they are played because of their higher frequency. The human ear is much better at distinguishing the difference between high frequency sounds than it is for low frequency, so to the untrained ear it may appear as if the higher notes are being played more often than the lower notes. The lower strings are commonly used in novice and simple bass rhythms as they are the closest to the thumb and do not require the guitarist to stretch his hand as much as he would if he were to play the higher strings.
