One of the most popular ways to spread malware is to use drivers. If the driver is signed, it means that it has been proven not to have any malware code.
The answer is BLOCK. The Block option will enforce that all drivers must be WHQL signed.
They are verified to be compatible with the operating system.

Not really. I have installed drivers which is not digitally signed as long as it supports the Windows 7 system. It only warns you but you can proceed installing anyway.
