Johnson broke the law of the "Tenure of Office Act", which he felt was unconstitutional by replacing his Secretary of War with someone else. It seems that the Tenure of Office Act was intended to keep his Secretary of War in office, so Johnson's defiance of the Act was particularly 'flying in the face' of Congress' laws.

Plus, Johnson was a southerner and was opposed to the acts of the very Republican Congress.

The Senate failed by one vote to convict Johnson, so he was acquitted, and remained in office.
