Arthur was raised by Sir Ector because Merlin was vanished.

It is possible because, according to Legend, Merlin took Arthur from his biologicalparents Uther and Igraine- to be raised in Sir Ector's court. There is no mention of kidnapping or stealing Arthur away from his parent. And even of Arthur had been kidnapped, Sir Ector knew Uther, so why wouldn't he tell him that his son was at Ector's court while his parents thought of him as kidnapped?

Merlin told Uther he would help if Uther consented to give up the child that would be conceived in that union. Merlin knew the child--Arthur--was special and assured Uther that the babe would be raised by a man of honor--Ector.
Merlin was Arthur's tutor when he was a child in the care of Sir Ector. Merlin was the one who brought Arthur to Sir Ector from Arthur's mother Igraine. Merlin is responsible for educating Arthur to be the king he is supposed to be.

King Arthur's father is King Uther Pendragon.King Arthur's biological father was Uther Pendragon. His adoptive or foster father was Sir Ector.
King Arthur loved his brother, sir Kay, his adopted father, Sir Ector, his country, and his wife, Guinevere.
After Arthur was born he was 'taken away' by Merlin and placed in the family of Sir Ector. Sir Ecotr son is Kay and the two boy are raised as brothers. Sir Kay becomes one of the earliest knights in the round table. see link.

In order to protect Arthur, when he was born Merlin took him away to be raised in secret by Sir Ector. Between this and pulling the sword from the stone, I really don't know.
According to the book The Sword and the Circle, Arthur was raised away from the court because it would be very dangerous for him since his father Utha, would not be there to protect him from jealous rivals to the throne. So Arthur went to live with Sir Ector and his son in the forests of Wales.
