This is an opinion question. So my opinion is that she really wasn't. She murdered so many people including her siblings to stay queen. She did whatever Julius Caesar told her to do for power, position, and money. She didn't take advantage of Marc Antony due to that she was deeply in love with him. And When Cleopatra married Caesar, he was like 56 years old while she was 21.
