The US public voted for Roosevelt because he seemed to be doing a good job.

Roosevelt was elected President mainly as a result of the Great Depression, in 1932 and in 1936. His second term was to end in 1941, but with World War II underway, he decided to pursue a 3rd term and was reelected in 1940. The war was still being waged in 1944, and despite declining health, he felt he still had the confidence of the US public. However, he died just 3 months into his 4th term.

At the time, there was only an informal precedent, and no Constitutional law against running for more than 2 terms. However, after FDR's death, the 22nd amendment was passed, limiting future Presidents to 2 elected terms.
