Germany was forbidden to unite with Austria in based in the Treaty of Versailles. Many countries come to the conference but Germany was left out and was not allowed to form a super state with Austria. It was believed that were a union to occur between Germany and Austria, it would result in a state too powerful to be counterbalanced by Britain and France.
