Yes, I know it seems impossible in the first few books that they will ever develop feelings for each other, but their relationship begins in Rising Storm, and are clearly mates by The Darkest Hour. Fireheart saves Sandpaw from falling off in a gorge during a border fight with Riverclan and Sandpaw starts to love him.

Ivytail's kits are Tigerheart, Flametail, and Dawnpelt. They were born to her when she was a warrior in ThunderClan. Tigerheart later becomes Tigerstar, leader of ShadowClan, while Flametail sadly dies and Dawnpelt remains a warrior in ThunderClan.

I belive he did, although maybe not as much as Firestar ended up loving her. If you remember, when Sand"paw" (at the time) started to feel fond of Firepaw, Dustpelt started getting moody or grumpy, giving Firepaw sideways looks and glaring at him when she layed down beside Firepaw. "Firepaw dragged him self to his nest, barley able to stand. He colsped in his bed of leaves. His eyes wanderd for a moment. Sandpaw opened one eye and stood quietly. She stumbled carefully and layed beside Firepaw where she closed her eyes. Dustpaw glared at Firepaw, staring sadley at Sandpaw and curled himself into a ball on the cold winter night."
