Because he sailed around the world looking for ships to raid and he was a very explorative man. He would show no mercy to any oncoming ships.

The years between 1485 and 1603 in English history is called the Tudor period because this was the time when the Tudor dynasty were Kings and Queens of England. Sir Francis Drake lived during this period (1540-1596) so he is called a Tudor explorer.
