Spain closed the lower Mississippi River to American trade because if American relations with Great Britain were poor, affairs with Spain were worse. Spain, which held Florida as well as lands west of the Mississippi River, was anxious to halt American expansion into the territory it claimed. As a result, Spain closed the lower Mississippi River to American shipping in 1784.
After the American Revolution, Spain had its eyes on the American southwest, by closing the mouth of the Mississippi River, which western farmers needed to transport their goods to market, It hoped to lure the farmers away from America and join Spainish North America. At this point the new United States was too weak to do anything about it and wouldn't be until 1795 with Pinckney's Treaty that a resolution to the problem came about.
