It was a strategic decision; if something went wrong, it would only kill white trash sourherners. It was also determined that the genetic damage due to inbreeding in the region would greatly overpower any damage from radiation poisoning, so no one would notice.
Actually as part of the New Deal, the Tennesee Valley Authority built dozens of state of the art hydroelectric powerplants in the Oakridge area. Refining nuclear fuel required a massive amount of electrical power, so the location was ideal. Also the area was sparsely populated, minimizing the human risk.
