However, both Tennessee and Virginia submitted their articles of secession to the voters for approval, and these ratifications occurred later. Virginia voters approved secession on May 23, 1861, while Tennessee voters approved secession on June 8, 1861. So while Tennessee was the last state to "officially" secede, North Carolina was the last state to practically secede (as the voter ratifications were basically just a formality at that point).
