It was not changed - both of those versions are modern attempts to pronounce the ancient Egyptian Twt.'nx.imn. This is how it is written out in hieroglyphs, without any vowel sounds - the "i" is a guttural consonant that does not exist in English.

Since Egyptologists have no hope of pronouncing Twt.'nx.imn when they want to speak about him, they say either Tutankhamun or Tutankhamen; they could also say Tewetinkhamon and be just as inaccurate. Since we can never know how it was said in ancient Egypt, any modern version is just as good as any other.

There is a theory that the king's original name was Twt.'nx.itn (Tutankhaten) but there is little or no evidence for this.

How did Tutankhamun make egypt a stronger or weaker civilization?

In my opinion he made it stronger. He only reigned for a short period but changed his father's mistakes. Amenhotep IV / Akhenaten had changed all worship in Egypt from Amun to Aten. He destroyed many places of worship to do this. Tutankhamun allowed the people of Egypt to worship Amun again and rebuilt temples.
