British Prime Minister David Lloyd George specifically made this reference. Before the end of WW1 he said, "This war, like the next war, is a war to end war," quoted in Reading, Writing and Remembering : A Literary Record (1932).

Also significant is the speech that George made at the end of WW1, dated November 11, 1918, in which he addressed the house of commons. The notable quote is, "At eleven o'clock this morning came to an end the cruellest and most terrible War that has ever scourged mankind. I hope we may say that thus, this fateful morning, came to an end all wars."
