Brutus is against including Cicero and killing Mark Antony because he believes that Cicero will not follow anything that another man has started. He is against killing Mark Antony because he feels it will be to bloody.

Brutus saw killing Caesar as an act necessary to save the Roman Republic and Rome's liberty, not as act of vengeance. He thought that killing Marc Antony would make people think that the conspiracy was against the leaders of the political opposition and a bloody act, rather than doing the right thing for the citizens and saving Rome. It would detract from the nobility of the intention of the conspiracy. He also thought that killing Marc Antony as well would turn the populace against them.

In his play Julius Caesar, Shakespeare has Brutus say that Marc Antony is "but a limb of Caesar." With Caesar dead, Antony would be harmless.

Our course will seem too bloody, Caius Cassius,

To cut the head off and then hack the limbs,

Like wrath in death and envy afterwards;

For Antony is but a limb of Caesar:

Let us be sacrificers, but not butchers, Caius…

We shall be called purgers, not murderers.

And for Mark Antony, think not of him,

For he can do no more than Caesar's arm

When Caesar's head is off.

Act 2 scene 1

According to the historian Plutarch (who wrote about a hundred years after the event), Brutus only wanted to kill Caesar, who was seen as the tyrant who needed to be removed from power. Additionally, he had hoped that Antony would have a change of heart and join their side.

However, Antony appears to have been unaware of this, and briefly fled from Rome while dressed as a slave.

Because most Roman leaders agreed with Julius Caesar on the opinion that you do not kill a senator. I might be wrong though. :/

Brutus was opposed to unnecessary bloodshed. He believed that Antony was a lightweight who would not be a danger to the conspirators after Caesar's death. He was wrong.
