To be more detailed, Paine wanted to present American colonists an argument to revolt and be free from British rule but he wanted to do so in a way that the 'common' man would & could understand, hence the name "common sense". That was his ultimate goal and you can see an example of that as it is structured it in a pastoral way, giving many biblical references to attract and gain the attention of the common man, whom at the time practically all were religious.
