Lincoln promoted Grant because of his successes in the Western Theater. His capture of Fort Henry and Fort Donelson showed his speed and initiative. His capture of Vicksburg proved his persistence. Shiloh showed that he would not give up in the face of defeat. Lookout Mountain displayed his determination in the face of a seemingly impossible situation. Lincoln liked all these qualities, and he wanted to choose someone from outside of the circle of Washington officers who would bring a new perspective to the job.
