Years ago, people did not posses the highly modernized technology we have today. People could only guess what the next day would bring based on that day's weather and by looking into the skies.
Meteorology has been around for billions of years. We wouldn't be the only lifeforms in the universe developing ways to predict weather. Most likely another species of intelligent life has achieved this already, billions of years ago.

You are asking to predict the future which is not pssible. Think about cars 50 years ago and you can see that given that duration, cars will probably change significantly.
Hard to tell - probably about 40,000 to 60,000 years ago based on how they interacted with their enviornment. But a people who looked just like us was around about 200,000 years ago.
