There were certain jobs that needed to be done, like piloting the command module (which was where the astronauts temporarily lived and returned to Earth in), so at least one person had to remain on board the ship while one or more men went down to the moon. Therefore, there had to be at least 3 men on a moon mission so that all the jobs could be covered and they could be safe.
