because living and social condiotions were really bad. For example, the were hardley any street lites and the streets were very narrow anyway. Also, the air was very thick and very foggy. They also didn't have any hi-tec stuff to use to track him down.

The East End of London was a dark environment, filled with prostitutes, crooks and thieves. The area was renowned for drinking, crime and above all poverty. The main areas of the murders were dark lonely areas of the back streets. With no lighting and the Police unable to communicate except by blowing a whistle the perpetrator of these crimes could more around that streets with ease
