The same reason all the others were made. Two dollar bills have never been discontinued but since they are so seldom used it may seem so.

People don't use them for a number of reasons. Due to low usage, there is no slot in a cash register for them making them unpopular with merchants. Some people think they're rare and hoard them, even though hundreds of millions have been printed. Incredibly, in some parts of the country there's a persistent myth that the bills are associated with crime, or are themselves "evil".

The last run of $2 bills was the 2009 series. Because of the lack of use the Treasury only issues a new run of bills when the current supply diminishes.
