Because they thought it was going to be a short and almost bloodless war. In fact, many Washington families came out to picnic on the edge of the battlefield, as though it was a spectator sport.
The battle showed that neither side was ready for operations, and it was going to be a long war. Even the fairly low casualties shocked them.

But it was also shocking because they become aware that the war was going to be a long and costly one, and not a matter which would have been solved in a few months.

∙ 9y agoThe North felt the Southern army was ill trained, and they figured their larger army would crush them. They even allowed civilians to follow the army to watch the assault. However, the southerners won the battle, and chased the union forces back to Washington, trampling many civilians in the process.

∙ 8y agoFew observers believed that any Confederate force had the ability to cause the Union forces to lose and retreat back to Alexandria, Virginia. Some advisors had cautioned President Lincoln about the assault into Virginia, however, Lincoln was pressured to send the Union army to Manassas and soon after capture Richmond. This was the plan to quickly end the rebellion. The expert use by the Confederates of the tactic of interior lines augmented by railway troop transport was unexpected and proved to be the key to victory for the South.
