Cautious after being involved in WWI and losing thousands of troops, the US Senate did not want a repeat of this. They decided not to get involved in European squabbles. This new policy of isolationism meant that they vetoed US membership of the League of Nations, despite the president's best efforts.
Ironically, the lack of the US acting as a strong force for peace in the League, actually destabilised the system and brought about WWII.
