That's right, the nuclear test-ban treaty was signed in 1963 if I recall correctly.
The Secretary of State for Germany that signed the armistice was Matthias Erzberger. It was signed on November 11,1918 and effectively ended the war, though the Treaty of Versailles would make it official. He was later assassinated by a terrorist organization for signing the armistice.
Some may believe that it was the treaty that messed things up for Germany, but it was just the beginning. Hitler blew things way out of proportion and blamed the Jews.
It broke one of the restrictions of the Treaty of Versailles and could have started World War II right then and there.

It gave him all the time he needed to build an army, navy and air force. The treaty Germany signed at the end of WWI forbade this. We are seeing a repeat performance of this with some of our "Leaders" right now. Granted Al Queda never signed a treaty.
