The Wars of the Roses was between the Houses of York (White Rose) and Lancaster (Red Rose). This concluded with the victory of Henry Tudor (Lancaster), later to become Henry VII, at Bosworth Field in 1485 over Richard III (York). The Tudor rose is a combination of these two flowers, produced to signify the joining of the two warring factions into the one dynastic House of Tudor.
The joining of the two houses was marked heraldically by the creation of the Tudor Rose which appeared in three forms, all following the 'marshalling of arms' traditionally used in heraldry. The first was to have a half rose on each side of the shield - red to the left (dexter) and white to the right (sinister) - this was termed 'parted per pale'.
The second was to 'quarter' the roses with the red rose in the top left and bottom right quarters (I & IV) and the white in the top right and bottom left quarters (II & III).
The third is the most commonly seen example and the one that to-day is generally referred to as the Tudor Rose. This is a double rose with the white appearing in the middle of the red.
The Tudor Rose was very important because it was a sign to show alliance between the Lancesters and the Yorks. Before Henry the VII, the two families kept on arguing over the throne (aka. Wars Of The Roses). When Henry was old enough he decided to marry Elizabeth (not Elizabeth I) so that the Yorks and the Lancesters would become one family. The white on the Tudor Rose represents the Yorks whereas the red represents the Lancasters.
Henry VII became King of England and ended the War of the Roses, but he didn't want people from the opposing side to keep rebelling, so he married Elizabeth of York (who was from the other side) and combined the red Lancaster and white York roses to make the Tudor rose.
The reason is; just before Tudor (and welsh reign) there was the war of the roses between the House of Lancaster and the House of York. At the end of the war they created the symbol of a Red (Lancaster) and White (York). There are ten of these roses on the England football badge

And white for York because Henry Tudors wife Elizabeth of York, before they loved each other fought for York. And when they married they brought, the two of the colours together and the Tudor rose was born.
