There is evidence for both arguments. Those who say Tyrannosaurus was a scavenger note that it had a large olfactory bulb, indicating an excellent sense of smell. Modelling based on the dinosaur's size and mass indicates that it probably was not able to move very fast to catch prey.

Those that say it was a predator note that from the size and position of the eye sockets, Tyrannosaurus probably had good eyesight. The eyes faced forward gave it binocular vision, a trait common in predators but not scavengers. One fossil was also found of Triceratops with a bite wound matching Tyrannosaurus teeth. The wound was partially healed, meaning that the T. Rex attacked it while it was still alive.

In all likelihood T. Rex did a bit of both. Very few animals today are purely predators or scavengers. Most predators and not above scavenging a carcass, and most scavengers will occasionally hunt something down.

It was a predator, which hunted and killed it's own prey, but it also may have been a scavenger. If I was a T-Rex, and food was scarce in my area, I would've took someone elses food.

Were triceratops prey?

Yes, Triceratops were a prey animal. The only predator that could threaten adults, however, was the T-Rex. Triceratops used its horns and potentially lived in herds to protect itself.

What were Triceratops prey?

The most likely predator of Triceratops was T-rex. There are bones of Triceratops that have been found with T-rex tooth marks on them, but those may have been made by a T-rex that was simply scavenging on the Triceratops. The only other possible predator of Triceratops could have been large packs of maniraptoran dinosaurs.

What is the relationship between predator and prey populations?

There always has to be more prey than predator. If there is less prey, it will get eaten by the predator and then the predator will starve. If there are not enough predators, the prey may overpopulize.
