Relations between the US and Germany were very strained as a result of the German policy of unstrestricted submarine warfare. In 1915 the sinking of the Lusitania played a key role in turning opinion in the US against Germany. In 1916 an attack on the Sussex resulted in Germany giving a solemn pledge not to attack pssanger vessels. However, a year later, Germany revoked this pledge. There was also the Zimmermann telegram.

The Zimmerman note, a not-so-secret telegram from the German foreign affairs minister to the President of Mexico intercepted by Americans. It proposed that, if Mexico teamed up with Germany against the US in WWI, Mexico could regain Texas, New Mexico, and Arizona. Later, German unrestricted submarine warfare also turned American public opinion against Germany. Then as a final straw, the German's Zimmermann telegram message to Mexico further angered Americans. In WW2, Germany invaded Poland, neutral Denmark, neutral Norway, neutral Holland, neutral Belgium, and so forth on & on. German submarine warfare also turned public opinion against Germany.
