The question is phrased awfully and doesn't make sense :). But during that era Britain was the pivotal society of the slave trade and are known for expanding the British empire meaning taking over countries and being harsh rulers in general.

Because it had the world's worst epidemics and the worst laws ever (e.g. Slave Trade, Children had to work, and the streets were filthy...) The monarchs could have cleared this up but they didn't ... so this makes it the worlds worst ruling period... Hope this helps :P
