The First Battle of Bull Run was fought because the politicians and the press thought it was time for some action.

The unfortunate Union General Irvin McDowall knew that his troops were not ready for combat, but was pushed into it prematurely.

The Second Battle of Bull Run was initiated by Robert E. Lee, who needed to attack the Union army under John Pope before McLellan could join forces with him, bringing overwhelming numbers against the Confederates.
