With the reforms every soldier was given money and at the end of ones carrier, if still alive, a piece of land was given from the conquered lands. Huge motivator. But it wasn't just the legioneers that carved out the Empire, through diplomacy Rome negotiated many territories, they were mafiosos even then, by offering "protection" for money, if refused they would be conquered. Many kings were offered to remain in rule over their lands for the rest of their life, but when they died everything would belong to Rome.
