No, one in 8 men would willingly join the army, Romans would do it for money, and people in other provinces would join so them and there families would be conciderd a roman citizen

The Roman military machine like they call it was succsessfull because of its organization, discipline, superior gear (not against all enemies, but many) and many other things, like schools and architecture played part. And ofcourse the Marian reforms that changed the Roman army. Before the reforms only "upper class" (middleclass, depends how you define it) could join the army, but at war the Plebs were forced to fight, without training. With the reforms every soldier was given money and at the end of ones carrier, if still alive, a piece of land was given from the conquered lands. Huge motivator. But it wasn't just the legioneers that carved out the Empire, through diplomacy Rome negotiated many territories, they were mafiosos even then, by offering "protection" for money, if refused they would be conquered. Many kings were offered to remain in rule over their lands for the rest of their life, but when they died everything would belong to Rome.
