Before the 17th amendment, the Senate was elected by State legislature. At this time, campaign finance laws weren't as limiting as they are today. Therefore, people could just buy their way into the Senate if they had enough money.

Before the 17th amendment the State Legislature picked who was in the Senate. This system backfired because people could and would bribe the Legislature then be in the Senate without knowing anything about politics.

It was called the Millionaires' Club because only people with money were in the senate.
