The United States didn't declare war because they were still hoping to be able to stay out of the war. Japan didn't declare war because their strategy was to cripple the US Pacific Fleet, and they figured that would be easier to do if the US wasn't expecting it.

As it worked out, they didn't cripple the fleet, they just (in the words of Spike Jones) made the Yankees cranky, which ultimately didn't work out well for them. It's certainly arguable that the sneak attack made it easier for the US to demonize the Japanese, and that that in turn made it easier to contemplate using atomic bombs against Japan (though it's also arguable that the real cost of civilian lives and property damage was less than it would have been in a conventional invasion, so maybe it did work out well for them after all).
