The Lend-lease Act was created for the benefit of Britain so naturally they were the first to use it. Roosevelt was personally deeply concerned about Hitler and was a strong supporter of Churchill, but the pacifist element in the US was strong enough that he could not persuade the country to actually go to war with Germany. The Lend-lease arrangement was close to a supply system for an ally, without actually saying so.
