for sanitation! hands have germs on them, if you cut someone open those germs can get into their blood stream and (especially since a patient having surgery is in a weakened health state anyway!!!!) this can be detremental to the patients health

You want to ensure there are no bacteria on your skin before you put on gloves, this way should the glove become damaged there is no possible cross contamination from the skin to the wound. Washing after taking the gloves off is for your benefit, so you don't cross contaminate your self with any bacteria that may have entered a tear or hole in the glove and is sitting on your hands.
