The tragedy was an UNPREPARED US Fleet being attacked. If the US Forces had been READY & WAITING, Pearl Harbor would have gone down in history as a "Common Battle", instead of a "Tragedy."

The Commanding officer of the Pearl Harbor base and fleet lost his command due to his failure to have the sailors ready for action at all times. Roosevelt was in the middle of negotiations with a Japanese official at the time of the attack. Radio messages and warnings went unheeded so Pearl Harbor was descimated due to failures on the part of communications officers.

For Macarthur in the Phillipines, it was near midnight on Sunday the 7th and plenty of time to be ready for a dawn raid on his airfields.

Governmental officials who knew of intelligence data that indicated Japan wanted to attack the USA mistakenly underestimated and ignored the risk. Military officials left nearly all the Pacific fleet at Pearl Harbor, instead of moving/repositioning assets in other places out of harm's way. Lastly, government and military officials failed to warn military members and civilians of the intelligence data the government had, which put everyone at Pearl Harbor at risk. In addition to lives lost, the US lost considerable assets (ships, planes, weaponry, ammo). The US lagged in its response before and of course after the attack. In a cynical way it can be said the attack served to mobilize thousands of civilians--men volunteered for service and everyone wanted revenge, much like what occurred after the terrorists struck the World Trade Center on 9/11. Though Patriotism was strong before Pearl Harbor's attack, patriotism soared after the attack.
