Why wasn't King Arthur a knight?

A knight is a title to be earned and also acquired by being born into the nobility. King Arthur was a page for "Sir Kay", meaning he was kind of like an assistant or a "go-fer.' King is often a hereditary title, or in Arthur's case, one he earned by having the purest heart and ability to remove the sword from the stone.
