You will need to add about at a ratio of 3 parts water to one part liquor.
As soon as you add the drop of rubbing alcohol the colored water will quickly move away from the rubbing alcohol,but will leave a really thin layer of colored water where you added the drop of rubbing alcohol

There are 3 litres of alcohol in your starting mixture of 4 litres. If you add 6 litres of water you will have 3 litres of alcohol in a total of 10 litres. This is the required strength.
