US Civil War Generals in both the Confederate and Union armies were used to turning the nation's policies of conducting warfare into their strategies for accomplishing the objectives of the US Civil War or any war. The problem US Civil War generals were not so much about changing strategies, they were concerned that political leaders were making decisions that should be left with the military high command. Having a well meaning President Lincoln or a President Davis making policy and strategy was demoralizing and unproductive.
Yes, of course.
Think of it this way, a general got where he is by his personality and doing things their way. It is hard for a general to see that his decision was wrong and change it. Some generals were bad about not listening to opinions of others, especially if it was negative to their ideas.
A truly great general will admit that he is wrong or see flow the flow of the battle and make changes to his plan.

The US DID change it's tactics in Vietnam. The war went FROM a guerrilla war TO a conventional war (tanks and B-52 bombers). Had President Kennedy lived, Vietnam very well could have been fought by the USN SEALS and USA Special Forces (Green Berets). Fighting fire with fire. When Kennedy died, the WWII Generals took over; and Vietnam went WWII style (jets fighting jets, tanks fighting tanks, etc.).
It certainly extended it. The electorate was reluctant to "change the horse in the middle of the stream".

The reason that Americans are so reluctant to change is because people are often afraid of change. Some people generally like things the way they are, either good or bad. Change means having to learn something new and for some people that's very difficult.
